Board Meeting Minutes from March 9, 2004
In attendance
- Steve Moller, Cary Ecker, Tiger King, Rick Bond, Shari Clark, Chris Birchman, Bob Rousch, Bette Rousch, Howard Mathisen, Bruce Frost, Karen Frost
Waterfall
- Tiger (electrician and homeowner) looked at the pump. Vault is full of water and he will drain it.
- Tiger will check into new lights for the waterfall. He or Brad may be able to get some at a discount.
- Rick (of Glenbrook Services) suggests adding irrigation on the lawn near the waterfall; it dries out in summer and moss grows. He suggests removing the lawn, improving the soil, and replanting.
Landscaping
- Homeowner brought up question about reestablishing lights in South Triangle sign. A few homeowners mentioned that rocks and shrubs have been taking from the area's landscaping. Rick will look into this.
- Homeowners said they would like to see some improvements made to landscaping in the South Triangle to make it more appealing.
- Rick gave a quote for irrigation in the North Median. Quote was $4,726 for planting and $2,800 for reestablishing irrigation with battery operated timer.
- Cary would like to see a long-term multi-year landscaping plan. Rick will work on multiples bids to choose from. Steve will work on this with Rick.
- Rick will begin fertilizing the grass in about two weeks.
- Rick said he would remove some trees East of the South entrance that have been uprooted during the recent ice storm.
- Rick will be trimming trees and shrubs to be sure that car drivers have good sight along Snohomish-Cascade Drive.
South Park Area
- Rick will take out leaning trees and clean up limb pile in South Park area.
- A homeowner expressed displeasure at any plan to develop the South Park area. Cary stated that ther were no current plans to develop it.
Legal Matters
- CC&R violations and penalties were discussed. It was decided to email Phil Bastian (Association's lawyer) and get clarification on whether we can assess a fine and place a lien if the fine is not paid. Shari will provide email address to Cary.
- The need for an Architectural Control Committe to be reinstated was addressed. Tiger King volunteered to be on the committee. This also needs to be clarified with Phil Bastian.
Other
- The creek that goes through the South Park area has wandered toward the fence line of several homes and is endangering fences. Cary said that he wants to work to divert the creek with the help of the county.
- Shari (Association's bookkeeper) reported that $51,000 in dues have been collected so far. About 50 homeowners have not yet paid and Shari will start sending out late notices. Liens are typically placed on homes if their dues are not paid by June (after a few late notices).
- The Association's budgets from 2002-2004 are now available on the Association's website, as well as the 2003 newsletters.
