Landscaping is our largest expense. What are the HOA
expectations? Are they being met? What are the gaps?
o The
Board will contact a small number of Landscaping companies and ask them to
present their bid/proposal at upcoming meetings.

Cary sent the proposal from
New Leaf, outlining their scope, timelines, etc.
Who does Gold Creek use? Are they satisfied?

Yoshihara has been maintaining the North end
Waterfall landscaping on a regular basis without authorization. We also need
to ask them for the key to the vault.

Yoshihara to discuss frequency of maintaining the North end and pending charges.

Chris Rhoades currently maintains The Falls
website.
o Discussed
when there is an email sent from the website it should be directed to Charles
email and from that point he can forward accordingly.

Considerable discussion regarding roof styles,
types of materials, etc.
o All
agree that flat, 3 tab composite is not acceptable. We want to remain as
close to the original ‘shake’ appearance as possible.
o Barbara
has been conducting quite an extensive research on roofing materials, styles,
etc.
o Color
and definition should be a major consideration to ensure a consistent look
throughout The Falls. No black or gray roofs.
o 3
grades of roofing; Builders – cheapest, Homeowner – better, Investment –
best.
o Need
to determine the current composite roofs on homes in The Falls, which do we
want to add to the approved list?

Charles to contact Mike from State Roofing to
drive through the development and note roofs that should be added to the
approved list.

Discussed the common fences and who is responsible
to pay.
o Historical
assumption by the homeowner’s is that the HOA will pay for their fence.
o Discussed
the definition of a common area.
o Not
feasible for the HOA to pay for replacing the fence along Sno-Cascade as the
cost would not be possible given the finances and the extraordinary cost of
replacing the entire length of the common area fence.
o Many
sections are in desperate need of repair.
o Discussed
offering homeowner’s along Sno-Cascade for the HOA to pay ˝ if replaced
within 2 years. Another idea was to raise the dues of homeowners whose fence
boarders a common area if the HOA is paying.
o A
common fence benefits the entire development is it provides the aesthetic
look along the main street.
o There
is no language in the CCRs that indicate the HOA will pay for fence replacement/repair
along common areas.
o New
Leaf was given approval to monitor the fence along Sno-Cascade and repair
severely damaged sections.

There will be a separate meeting to discuss the
fence issues and determine next steps and then alert impacted homeowner’s.
Color of fence was discussed. When/if the fence
along Sno-Cascade is replaced, albeit it sections or all at once, Bruce Frost
graciously agreed to paint. However, the fence needs time to season, approx 1
year.

Discussed sending a gentle reminder to homeowner’s
whose house is in obvious need of painting or is currently painted with an
unapproved color. Provide them with options to assist.

As the days get longer, the timer will need to be
adjusted.

As of meeting date, any dues coming in are
considered late. A little over ˝ of
the homeowner’s have paid.

Discussed ‘Top Ten Issues’ and who will own:
1. Roofing
– Charles can keep samples in his garage so homeowner’s can review
options, see samples.
2. Assessment
dues in arrears – Cary
3. Paint
color – Barb will monitor and report to Board any potential color
violations
4. Landscaping
– Bruce will monitor common areas
5/6. RVs/Boats that can be seen from the street,
have a tarp over, etc. – Sara
7. Fences
– Bruce and Charles will walk the common fence along Sno-Cascade and
note areas in need of immediate repair.
8. Sidewalk
obstructions – garbage containers left out, cars on sidewalks, basketball
hoops in street, etc. – Bruce
