Board Meeting Minutes from April 13, 2004


In attendance

  • Steve Moller, Rick Bond, Cary Ecker, Brad Scheevel, Howard Mathisen, Corey Rhoades, Brian Stern

Park and Trails

  • Discussed gravelling the trails. Consensus was that it was not worth the money. Labor to bring in gravel is high, and trail is only muddy during winter when not highly utilized.
  • Will remove South park play equipment. Equipment is not used and is a liability and adds to insurance premium.
  • Voted on sale of South park play equipment. Result was unanimous approval.
  • Cary has contact at Gold Creek Community Church. Will inquire as to whether they have any interest in purchasing South park play equipment.

Landscaping

  • Landscaping plan for 2004 and beyond was reviewed.
  • Rick reported cost to irrigate around waterfall would be $1500.
  • Discussed maintenance of area across from waterfall. Area is owned by county but they are not maintaining it and it looks bad. The area has no irrigation so landscaping should be drought-tolerant and low-maintenance. Rick suggested planting Kinnikinnick. Cary suggested laying bark and adding a few trees.
  • Rick suggested planting two or three trees in triangle area. Trees should be fairly large (4"+ diameter).
  • Discussed adding beds to the fence line and West walkway to add visual interest.
  • East walkway had landscaping on one side but not the other. Will talk with homeowner who owns side without landscaping and offer to plant and maintain at association's cost.
  • Photinia in sports park looks ragged and doesn't blend with the landscaping at Polygon's park. Rick will remove the photonia.
  • Steve suggested removing tetherball pole in sports park if not used. Will ask neighbors if it's ever used. Rick will remove if desired.
  • Rick will add irrigination to North median this year, plus some more colorful plants.

Waterfall

  • Brad will contact Tiger King for a commitment date for draining water in the vault repairing the waterfall's electrical system. If a date can't be given, Brad will contact Alpha & Omega Electric.
  • If we go with Alpha & Omega, may also inquire about installing a backup sump pump on a separate breaker.

Garage Sale

  • Would like to set a date for annual garage sale. Silver Firs 2 is May 8. Don't yet know Gold Creek's plans, but would prefer to sync up with their dates.
  • Brian will contact Tony Laffranchi to find Gold Creek's dates. Brian will then send out email to everyone and post dates to website.
  • Brad still has signs we can use from previous years.

Legal Matters

  • Association's lawyer has not yet gotten back to Cary regarding CC&R violations and penalties. Lawyer says to expect a response in about another week.
  • CC&R violations (specifically RV and trailer hookups) are occuring already this year, earlier than usual.
  • Would like to create a penalty with teeth. Brad proposed a fine of $50 per week per violation, with a grace period for weekends.

Website

  • Would like to add a map of parks and trails to the website. May be able to find satellite photo we can use and modify online (there are several different options). Brian will look into this.
  • Steve will get crime and safety-related documents to Brian to post on the website.
  • Brian will work with Shari to get the website added to the welcome letter Shari sends to new homeowners. Brian will verify that the welcome letters are still sent out.
